I. Procedure to be followed by the applicant

Procedure to be followed by the applicant and step by step movement of the application within the Department along with timelines for completion of each step is same irrespective of risk category (Low, Medium, High), size of firm ( Micro, Small, Medium & Large), Investor type (Foreign, Domestic), Business location in Municipal Areas.

A. Step by Step Procedure (applicant)

Step 1: Citizen Registration & Citizen Acknowledgement

In order to login to the e-Grihanaksha Portal, the user should do Citizen registration (using an internet browser, type the ‘https://obpsudma.wb.gov.in’ in the address bar and press Enter).
In Citizen registration there are few mandatory fields like, Name, Mobile no., Email ID, preferred User Name, Password, ID proof.
After successful registration, an acknowledgement shall get by citizen. Also citizen shall get his username & password through sms & email notification. If the Citizen has forgotten the password, click ‘Forgot Password’ & reset his/her password.

Step 2: Login to the Application

For login, Citizen should enter his/her ‘User Name’ & ‘Password’ and type the ‘Captcha’ as it appears in the screen then press Login to enter the home page of the application.

Step 3: Apply to Service (CAF initiation)

After login to e-Grihanaksha Portal, the ‘Home Page’ will appear. It shows the comprehensive list of services.
To proceed with the application the user needs to click on ‘Common Application Form’ button.

Step 4: CAF fill-up (Owner details, Site details, Specifications, Land & Building details, Other details)

The Applicant has to fill-up all information in basic information, carefully. If there is any error in entering information the application will be liable for rejection. The Applicant will click to ‘Save / Next’ for further processing.

Step 5: Engagement Technical Personnel

Applicant enters values against the parameters related to risk along with other details.
Computerized risk assessment based on the input given, system classifies risk of the building as Low, i.e., identifies building/area that needs to be inspected based on risk assessment, and sends the application to ULB.
The Applicant will choose technical personnel (LBS/ Architect, Geotechnical Engineer, Structural Engineer, Structural reviewer etc.) as per requirement, from the list of empanelment of technical personnel of the respective ULB according to his/ her/ their own choice.

Step 6: Save the application & Send to consultant

Enter the relevant fields (red asterisks) & citizen can save the file. A unique AIN (Application Identification Number) shall generate.
Citizen can send the file to his/her technical personnel (LBS/ Architect), clicking on “Send to consultant” button.

Step 7: Consultant Login & fill-up all technical parameters mentioned in CAF

For login, technical personnel’s should enter his/her ‘User Name’ & ‘Password’ and type the ‘Captcha’ as it appears in the screen then press Login to enter into the assigned file.
The technical personnel will prepare Water Connection layout drawing as per requirement of Citizen and maintaining the guidelines of West Bengal Municipal Building Rules 2007 (amended).

Step 8: Uploading of Supporting Documents

Attach Supporting Documents for ULB verifications.
Supporting documents can be uploaded by clicking ‘Choose File’ button. After uploading all the mandatory supporting documents, the consultants should save the application.
The consultant can view the application details and supporting document list before final submission of the application and can be corrected if any error is found.

Step 9: File submitted to ULB (Consultant Completed, Nodal officer action pending)

When the file submitted, the application automatically moved to ULB.
Applicant receives sms & email notifications. This contains AIN & application status.
Application Identification Number (AIN) is 20 digits, alpha-numeric number provided in the notifications, mainly used to track the application before approval.

Step 10: Rejection of file

After verifying all the documents, the file will be presented at the BOC meeting. Following the BOC's discussion, the file will be rejected due to the unavailability of water. The nodal officer will then reject the file in the system, indicating the cause of rejection (unavailability of water). The status will be updated to 'Nodal Officer Reject Signatory Authority Action Pending,' and the file will be digitally signed by the signatory authority.

Step 11: Download the Certificate

On clicking ‘Signature’ button at the detailed view page a pop-up will appear.
The user will have to click on the ‘Permit/Certificate” icon to get the ‘Certificate of Non-Availability of Water’ certificate.

B. Comprehensive list of documents to be uploaded

Comprehensive list of documents required for application is same irrespective of risk category (Low, Medium, High), size of firm (Micro, Small, Medium & Large), Investor type (Foreign, Domestic), Business location in Municipal Areas.

  1. Occupancy Certificate
  2. Mutation Certificate of BLLRO/ Record-of-Rights (Parcha) from BLLRO office for change of ownership
  3. Up to date paid up Municipal Property Tax receipt of the concerned holding
  4. Copies of approved final layout drawing of house sewer pipe/drain
  5. Copies of approved final layout drawing of house water line
  6. Certificate of Licensed Plumber.
  7. Calculation sheet for water requirement

C. Fee Details

Fees required is same irrespective of risk category (Low, Medium, High), size of firm (Micro, Small, Medium & Large), Investor type (Foreign, Domestic), Business location (Rural, Urban).

No fees are required to be paid for obtaining "Certificate of non-availability of water"

D. User Manual

User manual of the online system for Certificate of non-availability of water showing all following features without the requirement of physical visit to the Department:

  1. Online submission of application along with online submission of documents
  2. Online payment of fee,
  3. Tracking of status of application through the Online system,
  4. Download of the final signed certificate/permission by the ULB from the Online system, and
  5. Online verification of the genuineness of the signed certificate by any third party through the Online system,
